73.- (1) All receipts of the Council, including the rents
and profits of all corporate land, shall be carried to the general
fund of the Council and all liabilities falling to be discharged by
the Council shall be discharged out of that fund.
(2) An account, called the "general fund account", shall be
kept of all receipts carried to, and payments made out of, the
general fund:
Provided that, where any such receipts are receipts for the
benefit of a part only of the Municipality, or any such payments are
payments in respect of expenditure with which a part only of the
Municipality is chargeable, a separate account shall be kept of
receipts and payments in respect of that part of the unicipality.
(3) If the general fund is more than sufficient for the purposes
to which it is applicable, the surplus thereof may be applied under
the direction of the Council for the public benefit of the inhabitants
and improvement of the Municipality.

74- The Legislative Council may assign to the Council all such
rates, taxes, duties, fees and suns as the Legislative Council may
from time to time think fit, and the Council may take such rates,
taxes, duties, fees and suns and for the purpose of procuring payment
thereof may exercise by their officers all the powers, rights, duties
and capacities theretofore vested in or imposed on any Government
officer in connection therewith.
75.- (1) All payments to and out of the general fund shall be
made to and by the municipal treasurer.
(2) Except as otherwise expressly provided in this section, all
payments out of the general fund shall be made in pursuance of an
order of the Council signed by three members thereof and countersigned
by the clerk of the Council, and the same order may include several
payments:
